Solution

In the nature of the works and procurement method, LEAD Alliance (formerly Piritahi Alliance) is a ‘first of its kind’ large-scale, brownfield land development Programme being delivered under an Alliance model. LEAD Alliance prepares land for development and delivers new and upgraded infrastructure and amenities on behalf of Kāinga Ora. Responsibilities include geotechnical investigation, surveying, civil design and infrastructure planning, removal of old state housing, land remediation, arranging consents for earthworks and infrastructure, civil construction including roads, parks and utilities, Construction Phase Support (CPS) and stakeholder engagement. The scale is significant: 7,000 existing homes to be removed and replaced, and the creation of over 700 superlots to provide for approximately 34,500 dwellings – over a land area covering 590 hectares in more than five precincts and numerous neighbourhoods. Hick Bros is responsible for the delivery of construction.

Value Added Engineering

Close liaison between designers and constructors determined site-specific construction techniques to reduce noise and vibration effects, such as rock breaking trials within the Owairaka and Roskill South neighbourhoods.

Sustainability

13% of houses relocated rather than demolished (versus a 5% target) – reducing materials to landfill and providing social benefits, as materials from the former state houses were used to reconstruct in homes in Tonga.
